متطلبات تطبيق نظام المكتبات الرقمية بالجامعات اليمنية

في ضوء التجارب العالمية المعاصرة.

المستخلص

هدفت الدراسة الحالية إلى التعرف على متطلبات تطبيق نظام المكتبات الرقمية في الجامعات اليمنية في ضوء التجارب العالمية المعاصرة، ولتحقيق هدف الدراسة، استخدم المنهج الوصفي التحليلي الوثائقي من خلال مراجعة الاْدب النظري المرتبط بمتغيرات الدراسة القائم على جمع البيانات والمعلومات وتبويبها وتحليليها، والتوصل الى عدد من الاستنتاجات، أبرزها:

-غياب المتطلبات التشريعية لإعداد وتنفيذ خطط وبرامج نظام المكتبات الرقمية وفق التجارب العالمية المعاصرة، وكذلك حقوق الملكية الفكرية.

-ضعف المتطلبات التنظيمية المتمثلة بالتوجهات الاستراتيجية كالرؤية والرسالة والأهداف التطويرية لنظام المكتبات الرقمية وفق التجارب العالمية المعاصرة.

لذلك فَإِنَّ توفر متطلبات نظام المكتبات الرقمية أصبح امراً ضروريًّا ومطلبًا جوهريًّا لإنشاء وتصميم المكتبات الرقمية.

Abstract

The current study aimed to identify the requirements of the digital library system in Yemeni universities in the light of contemporary global experiences. To achieve the goal of the study, the descriptive analytical  & documentary approach was used by reviewing the theoretical literature related to the research variables based on data and information collection, tabulation and analysis. The researcher came up with several results, the most prominent of which are:

The availability of the requirements of the digital library system has become a necessity and an essential requirement for the establishment and design of digital libraries.

The absence of legislative requirements for the preparation and implementation of plans and programs for the digital library system in accordance with contemporary global experiences, as well as intellectual property rights.

– Weakness of administrative requirements represented by strategic orientations، such as the vision, mission, and specific objectives of the digital library system according to contemporary global experiences.
